Must a Plasmid carryng pathogenicity genes be treated as independent virulent agent?

There are several examples of plasmids carryng pathogenicity genes and turning common bacteria into emerging plant pathogens. One of them is "Recurrent outbreaks of root mat in cucumber and tomato are associatedwith amonomorphic, cucumopine, Ri-plasmid harboured by various Alphaproteo bacteria" by Simon A. Weller, David E. Stead & J. Peter W. Young. doi:10.1111/j.1574-6968.2006.00214.x Shell we treat such plasmid as special pathogenic agent and control its spreading as we do to its host - bacteria?
