Here you can find the official WMS (Web Map Service) from EEA: http://marine.discomap.eea.europa.eu/arcgis/rest/services/Marine/Marine_regions_subregions/MapServer

Unfortunately, even if it can be used in GIS software to visualize the regions, it doesn't allow download of the data (you'd need WFS - Web Feature Services).
