I am an undergraduate pursuing my bachelor's in Materials science with specialisation in nanotechnology. I want to pursue a MS/PhD from a top university. Should I go by the QS rankings or is it something else to decide upon an university? And should it be USA/Canada/France/Europe/Switzerland/Netherlands?
University ranking may not matter that much. Just look the facilities and your interests. If you can achieve your goals just go ahead. As far as I know, look at London Centre for Nanotechnology.

For MS, the university ranking is a good metric to decide, I would rather prefer THE World University Rankings, over QS ranking.
While looking for PhD, the most importance factors, are your interest, available resource/facilities and good working group in that area, are the decisive factors.
