I am very frequently searching for color values as L*a*b* of metal films, typically optically dense on solid substrates, does anybody know if there is a free access date base for such values, with reliable and specified data (like light source etc)?

It is possible that you can get measurement data from a printing company that prints metal packaging.
Usually it is unreliable to measure matalic colors and metalic substrates, as the light is reflected unpredictably.
However, if you still want to measure CIELAB values, it is recommended to use measurement condition M3 (ISO 13655 section 4.2.2.4. And annex D. The use of two polarization filters).
By the way, ISO is on its way with a standard regarding this: ISO / FDIS 12647-9
