E.g. Do you mean the bulk metals or bulk metal oxides or nanoparticles or metal complexes? Do you mean oxidations or oxigenations? Do you mean organic molecules in solution as targets or gasphase reactions?

Any catalyst cannot be measured in "general" activity. You can compare some parameters, e.g. redox potential of redox catalyst with redox potential of substrates. Still, it is not the only effective parameter in the reaction. Especially, in metal complexes one can observe an impact of steric hindrance. And there are many more, like solvent effect, excited states from light absorption, etc.

I agree that general parameters such as redox potentials can be meaningful for a catalytic transformation. But still you need to define carefully the material: bulk metal, bulk metal oxide, nanoparticles, complex and the conditions.
Tabulated redox potential usally refer to water as solvent and dissolved metal ions/bulk metal e.g. Cu2+/Cu. These numbers are not really helpful for reactions in organic solvents or in the gas phase.
To tell somebody that there are "general rules" for oxidation catalysts, is dangerous (or in more harsh words: not serious)
In some Schiff base metal complexes are effective catalyst against oxidation of catechol and hydrogenation of olifin ( pt, pd and co metal complexes)....

My question is about measuring catalytic activity of transition metal complexes for oxidation of pharmaceutical drugs.
Catalysis is similar to a synthetic reaction in which you measure the yield at the end, after isolating the product. Purity is ascertained by analytic and spectroscopic methods. Same thing applies here, except that you are using a known quantity of a catalyst in a very small amount (we call it catalytic amount, 0.1, 0.5, 1 or 5 mol%). You can do either a batch reaction or a continuous reaction and monitor the progress of the reaction along with the change in the concentration of both the reactants and the products. Any standard book/papers on Synthesis and catalytic methods will give you more information.
