overdrying could also be a problem. You can try this: store the RNA pellet and solute ( RNAse-free Water or 0,1 mMol EDTA) together overnight at -80°C. The freeze-thaw process helps in subsequent solubilization. Maybe this can help. I don't think the problem is to much RNA. Do you have a picture of your gel?
