Generally the answer to your question is yes. There are several methods how to extract DNA from old dry museum material (see the attached papers). However the success is determined by many factors e.g. the method of storage (in high humidity places the material dries up slowly which gives ways to DNA destruction. Also some killing (and preserving) material can be detrimental to DNA like formaldehyde. So you should not be surprised when in one case the methods described yields good quality DNA in the other case it results nil.
