To design a MPPT algorithm for the wind energy conversion system (WECS), you need to have the mathematical model of this later. You can find easily the model of WECS that uses a PMSG (Permanent Magnet Synchronous Generator) in internet. The main components of WECS using PMSG are wind turbine model, PMSG, uncontrolled rectifier, Boost chopper (you can substitute the association uncontrolled rectifier and boost chopper with a PWM rectifier). The simplest MPPT controller is known as HCA (Hill Climbing Algorithm). It consists in varying the voltage at the output of the PMSG (that is varying the rotor speed) according to the measured DC power. Varying the voltage ( comparison of the power yield through two successive perturbations of the chopper's duty cycle ) allows to identify the right direction to the MPP (optimal speed, maximum power) on the Speed-power characteristic of WT being used. IF it works, you can after that design yours and compare it to the HCA to judge the obtained performances.
