“This paper is within the scope of Journal however it still has English language problems throughout your manuscript; your manuscript is judged to be a Negotiable Rejection based on language. And journals are recommending the different groups for editing services, however manuscript are corrected with the Internal English professors.
Is it necessary to submit the manuscript for Professional editing services recommended by the editors of the journal? And suggest how to handle this situation.
It is your choice: you can use any services (or rewrite the paper yourself or ask your friends/relatives/colleagues) as long as the quality is good enough... sometimes, the problem might be that English professors might be good at grammar but not know very specific terms used in other sciences, thus they might make mistakes (if you know these terms well, then you can correct these mistakes later yourself), while some professional editors might be good at both grammar and these terms. When you submit your paper, nobody will ask if you edited it yourself or asked somebody to do it, only the quality matters.
Well, let us be frank about it - if English is not your native language - you need your work to be edited... one other issue to be aware of, please look at the journal if it is after a British way of writing (telling a story) or an American way of writing (data and quantitative data).
