Quantum Computing is based on Quantum Mechanics such as superposition and entanglement. Yes you can use Quantum concepts with Machine learning which is called Quantum Machine Learning. A lot of research is ongoing in this field such as Quantum Neural Networks(QNN). Quantum Computers hardware is very sophisticated and I don't think ML can be very helpful there. But in Quantum Algorithms, you can use ML algorithms following the concepts of Quantum Computing. Hope this answers your question.
