I am trying to create GO paste - like the photo attached. I used a modified hummers method - the issue is, the result is that it is not oxidised enough. Can anyone suggest why this could be?

Increase the reaction time, and also increase the KMnO4 content. Then observe the oxidation by characterizations like, XPS and FTIR. I think this will helpfull for U. If any doubt arises then you may ask me.
I have used this paper to prepare GO (Chem. Mater. 2010, 22, 1392–1401) and I got perfect results. You can check my papers for FTIR, XRD and other analysis.
Hi! I think the possible reasons are:
1) Low oxidation time or H2SO4 of low concentration (normally 95-97% is used) or the KMnO4 is not enough.
2) Your slurry is not well-washed with d.water and therefore there is still H2SO4 in it.
So check the pH to be neutral before the drying step. After drying try to make a GO paste using d.water.
