Please go with the Emerald Journals on your subject area (Economics). No APC if not interest for open access. These journals are indexed in Scopus.

There are basically two publishing models. The so-called open access publishing with journals where most of the time authors need to pay in order to get their accepted manuscript published while reading the papers is free.

The other (traditional) model for publishing called subscription-based publishing where journals which are free of charge (most of the times) for the authors but in order to cover the costs, these types of journals ask people and institutions to pay for the subscription or license fee if you as a reader want to get access to the full-text of such papers.

So, in most cases subscription-based journals are free of charge for the authors. A big part of the highest ranking journals are still working with this model. The confusion might be that nowadays most of these journals are so-called hybrid journals. This means that you can choose the option to make your paper open access (which is most of the time extremely expensive) but you are free not to choose for this and just keep your paper behind a paywall free of costs.

The subscription and/or hybrid journals are in a number of cases are now transforming into open access and called Transformative Journals (https://www.coalition-s.org/transformative-journals-faq/).

For Scopus titles you can check: https://www.scopus.com/sources.uri?zone=TopNavBar&origin=searchbasicand for journals with impact factor check: https://mjl.clarivate.com/home (and look for journals indexed in SCIE or SSCI index since only these journals have an impact factor).

Without fees you have no open access, but this journal is really good ranking.

In fact, most Elsivier journals offer free publishing.

We do not recommend any researcher for publication on basic of APC(article processing charge). Without fees you have option to public your quality research with very good ranking journals and most of journals offer free publishing policy.

Hell no. Not all good journals request for the payment if the Article Processing Charges (APC) unless you decided to publish your article on open access. Let me know your field and there could be plethora of good journals as high as Q1 where you can publish free of charge.

Getting a related journal in your area of research that publishes on subscription will have to start from if the scope of your study relates with that of the journal. To start with, Google for science direct journal finder and paste your abstract in the space provided. Related journals marked OA are open access and will require payment while s means subscription and will not require payment at all. Journals with the two options means you can either publish open access or on subscription. You can do this for Springer or Taylor and Francis journals. Some publishers such as Dove MDPI and karger publishers are exclusively open access and you don't need to bother publishing there if you don't have the APC.
