I am looking for a reference in which a single gene mutant having weak phenotype when combined with another single gene mutant having strong phenotype of the relative trait, result in a weaker phenotype.
For example, a single mutant plant with extremely dawarf phenotype when combined with another single mutant with slightly dawarf phenotype, gave a slight dawarf double mutant phenotype. Please share if you know any reference in plants or animals. Thanks

There is one mutant I have worked on and that is well known in Arabidopsis, its snc1. It is a very dwarf mutant and several partial suppressors have been identified, most do not restore the wild type phenotype. I am attaching the picture depicting the wild type (col-0), snc1 and the supressor, hope that helps. I am attaching the publication, see figure 1A. Note that many other supressor of this gene have been described including mos6, mos3, mos 11 and others.

Are the mutations on two different genes or on a single gene (but at two different locations on the gene)?

Yes, You are right for what i mean.
Mutations are considered/must be from two different genes. For exmaple, single mutant of gene A + single mutant of gene B = double mutant AB.
As per Mendelian laws of inkeritance, dwarf phenotype is expresses by recessive alleles. The double mutant ab in your example will be dwarf. "Extremely" dwarf or "slightly" dwarf observed appears due to quantitative effect of alleles expressing dwarf phenotype.
