Not sure what do you mean by localization - it seems that in the case of multi-drone systems - at least one of them has a GPS or an external signal for positioning the "flying image" in a specific location in space. Then the others are located relative to it, using the ad-hoc network (could be also visual).
Hovering using optical system and collision avoidance (within a field of view of the camera) is possible using state of the art SIFT, optical flow, etc. methods - alike the autonomous vehicles of all kinds.
We work on localization using - olfactory (odor) or another scalar (e.g. temperature, humidity, etc) sensor type. It also works so far only in respect to a fixed source.
