I am a novel student trying to improve my knowledge in light-matter interaction. I have some trouble understanding some fundamental part of light and light-matter interaction. First question: Can you theoretically determine weather a incident light in IR range with insufficant energy for absorption of the materia will reflect or transmitt through the material?

2) Is the mechanism for conversion of light to heat in VIS and IR spectra the same? All reviews I have been reading is always mentioning VIS light and the excitation of electrons. I am curious if the same mechanism occurs in IR light. My thoughts are that it should and the absoprtion of IR light depends ( as in VIS light) on the energy gap between HOMO and LUMO state of the material and the energy of the photon.
