You should provide location, estimated body length, estimated total length. Any other character that got your attention. A sharper photo would also be helpful.
Things like habitat type and elevation would also help in identification.
As for the "possibly new species", you would need to capture at least one voucher specimen and thoroughly examine it, including morphometric and meristic traits and also send tissue samples for DNA analysis. It would be helpful to gather literature and get quite familiar with all previously described species of Draco lizards - ecology, distribution, habitat and microhabitat preference, etc.
I fully agree with other colleagues' comments, you should provide origin of the specimen, habitat, and a fine morphologial description, including those features helpful for identification within the group. Pay also attention to colour pattern varibaility, which could play a relevant role for possible misidentification... Finer images and data on morphology are strongly needed!
I also fully agree with other colleagues' comments. The identification is not possible when important features, like e.g. dewlap and patagia are not to see.
