It is more or less accepted that we need to lower the emissions to try to not further contribute the climate change. Important things are done and with significant impact but based on the article in the guardian, are we focusing on the right challenges and contributors?

Should we penalize the contributors instead of subsidizing the end users to change to less polluting alternatives?
