Tell me please, are there any database, list, search engine… to help select journals without publication fees (article processing charge (APC)? (different publishers and not only open)
It depends on your subject area. Sometimes the scientific societies hold quality journals that are open for use without subscription fees, for instance the American Mathematical Society. Try locating the scientific (or professional) societies and see if they have open journals. The society journals are usually quality journals.
In Poland many scientific periodicals don't require special fee, but depending on their ministerial points sometimes you have to wait for quite long time to publish and article (approx. 1 year).
Three people before me have posted a link to , however, this is simply a list of the "Citation Index" for all "Science Journals", I.E. 9069 science journals listed in Web of Science. They are not free of charge, you would have to click and check one by one. This is not a solution for the question.
One person before me has suggested DOAJ to look for Open Access journals, but that also does not answer the question, which relates to publication fees. However, DOAJ's advanced search does offer an option to filter results, showing those without Article processing charges (APCs). https://doaj.org/search?
There is one problem, though: DOAJ only indexes Open Access Journals, so you won't find journals like "Climatic Change", which are NOT Open Access, but also do NOT charge publication fees.
Certainly you should chose comparing journals with impact factor, quality, how many numbers for year, if had pages without fees, quantify reading rate etc... I put at excel my prefer journals and when I have that to choose, I choose by eliminating... I hope this help. Vitor
