The basic assumption of the function is that the soil was saturated and it's in drying process. This function should take in consideration texture properties and preferably SOM.

Dear Eyal, the top 5 cm soil moisture changes quickly over a large range of potentials due to rain/irrigation/evaporation (and thus atmoshperic conditions)/dew; while the lower soil has a slower dynamics affected by water exchange with the soil surface and the deeper soil and the root uptake and has a lower range of variation.
A large number of factors affect the moisture of the lower soil and, as far as I know, in general it is not that linked with the humidity of the upper soil. Therefore, in my humble opinion, such a PTF would make little sense.
However, in case of: 1) vertical uniformity of the soil, 2) absence of evaporation from the surface (e.g. covered by a plastic sheet), 3) absence of roots uptake, some information could be provided by assuming a vertical equilibrium of the water and, thus, the hydrostatic equilibrium of the water potential. From the water potential you could obtain the soil moisture from the retention curve whose parameters can be obtained from a PTF. The precision of this is strictly linked to how much your soil is close to match the conditions 1-2-3.
