With "better person" I mean better in moral terms as opposed to, for example, competency. All papers I've come across use behavioural measures to measure this, but I really want a direct measure of this motivation/desire. In an experiment that I am setting up I'm hypothesising this construct to be one of the mechanisms of the effect I'm trying to gauge.

My sense is that this is an under-studied topic & that you could probably develop an interesting program of research developing such a scale. But I did find a couple of relevant items:

humm, This is difficult to select – because you indicated you want a test that would measure “morality”… because morality is closely linked to culture, acceptance, and external approval. The morally correct individual is one who has his behavior approved by laws, rules and social conventions. I don’t know the details of your project but let’s assume you want to measure their “personality, or perception/behavior type of thing…” these are just 3 suggestions - see below - however, I agree with all the responders who advised you to read the literature they posted. Like I said - these are just suggestions:
PCL-R, which aims to assess and diagnose antisocial personality disorder (Hare, 1996).
The ITPQ™ Type Mapping System which allows personal preferences to be mapped.
Rorschach test- is a protective instrument that is based on the interpretations performed through the individual's responses which can help you with your project about perception/ behavior.
