It is not known wether axions where formed before or after the inflationary epoch. It is usually assumed that axions are produced during inflation, during the GUT symmetry breaking phase which are energies of the order of the GeV’s scales (between 10^11-10^16GeV’s). Nevertheless, there are models which work on the production of axions just at the end of the Big Bang/before inflation, if this were the case the energy scales of axion production could even reach the TeV energy scale. Is this a correct claim?
Please give some references related to your question. By TeV scale we mean the scale of 1-10 TeV, which is much below grand unification scale which is 1012-13 TeVs.
Generally it is thought that at the scale of few hundred MeVs, axion potential is tilted due to QCD instanton effects. Curvature of axion potential is related to axion mass.
As I recollect, the idea that axions could solve the problem of missing mass in the Universe appeared later, than the idea of Black Holes formation during Universe's expansion. The last refer to 60-th years, while the idea about axions refer to 80-th or 90-th. In 1974-75 Hawking shown not sufficiently rigorously (as He do not took into account bound states for mass particles), that the Black Holes would evaporate with a time scale M^3= t_plXM^3/(M_pl)^3. Or BH's with masses 4-7x10^14 g but less than the limit of the formation of a Black Hole during a Collapse of a star (about 1.4-2.9 xM_sun) would form the missing mass in the Universe. If not the entire missing mass a great part , at least. I do not know research, concerning the missing mass in the form of Primordial Black Holes with masses above the Hawking evaporation limit M> 4-7x10^14 g. When You write about energies of 10^16Gev=10^26Gev this is by 2 orders of magnitude less than the Planck Energy. The ideea of axions can't be proved in Accelerators.
I think we are wrong with the Big Bang scenario. I think that the cosmological scale-expansion takes place in both space, and time and that therefore there was no Big Bang event and no inflation.

whatever you think about the Big Bang scenario and the cosmological scale expansion, they have no observable effect at the weak-field limit where the planets and the moons of the solar system move.
