Maximum Spacing of stirrups in Shear Design of RC Beams? Isn't the time to revise this ACI code provision on the maximum spacing in Zone II?

In Zone II, the maximum stirrups spacing is required according to the ACI 318-14 Code (d/2). The value d/2 is not applicable when the beam depth is shallow. In this region Vu is less than PhiVc. Isn't time to revise this ACI code provision? sometimes d/2 is costly and not needed, especially when we have fiber-reinforced concrete. Any thoughts/ideas?
