Utopia versus affordable housing?

Considering the current globalisation, universal capitalism, the forces of the market, and so many other related issues is this still possible to create a utopia that contributes to the evolution of community/modern men? rather than proposing tiny houses and weak housing proposals for different societies. Or, one needs to understand that utopia has been an imaginary concept, and could not be transferred to something real.
