Is this panel data? How to deal with non-stationary dependant variable?

Hello everyone,

in attachment is my data for dataset. I am investigating migration from countries in column named ORIGIN COUNTRY to countries in column named DESTINATION Country. It means that I have 16 origin countries and 4 destination countries, I also have 11 years.

Column IM is number of migrants (dependant variable).

Please is this panel data? How should I correctly insert it into Eviews?

Second question

My dependant variable (numbers of migrants) seems that is non-stationary even after differencing. Im not sure how to deal with that.
