I am sorry to document that, The President's Awards for Scientific Publication scheme covers all the “hard science” journal titles (excluding the social sciences), with a Sri Lankan institutional affiliation against at least one Sri Lankan author.
Therefore, researchers who are in the Social Science field with better research outputs ( Indexed In Social Science Citation ) are not eligible for the particular award.
Please justify my statement

Well, that''s reality.............I've been at the receiving end for nearly 8 years now (personal crusades against me though).............Get used to living with it. People who defy convention are bound to get a backlash from the conventionalists, irrespective of whether they are conservatives or liberals (Because both ends have people power on their side now)..........Now I'm just after a little bit of respect, on the fact that I can stand on my own two feet.
As for the government scheme, I don't have any clue as to the thinking patterns behind the decision, but you cant fight the system. It's a leviathan, that will eat the dreamer in you.

I know nothing about Sri Lanka, so I have no understanding of the motivations of the government...but as someone who does social science research and publication, it is clear to me that social science and "hard" science ARE two different things.
Social and "hard" science have different subject matter and their research methodologies are different. For example, how could you use qualitative analysis of astronomical phenomenon of of chemical reactions?
Awards are based on organizational goals. The clear goals of this awards program is publications relating to science and technology that produces economic development.
I am not saying that social science research is any less valuable, but the managers of the awards program clearly consider it to be a different category of research that is outside the scope of their goals.
