These are rice seedlings planted in planting trays, put in basin, now 5th leaf stage. I apply foliar fert 18:18:18 + TE once every 2 days. I noticed leaf tip burning on most leafs (young and old). Is this boron deficiency or toxicity symptom? Or is it something else?
If it's boron deficiency, can i spray the leaves with 0.2% boric acid to solve the problem or put the boric acid in the water (the plants are planted in submerged condition)?

Leaf tips and margins of plants are more susceptible adverse conditions. Not only nutrient deficiency or toxicity but also other negative conditions caused by abiotic circumstances. For instance, after spraying water, pesticide or nutrient solutions, or under humidity conditions, lights can cause such kind blights. So, we should not tell immediately they are caused by that problem or that nutrient deficiencies. These types symptoms can be caused, K, P or even Ca and N. But it is low probability caused by B deficiency. Because it induces white and rolled death of the growing point in tips of emerging leaves. Consequently, we had better to know growing media contents and the other growing conditions. Then we can make comments. I hope my words are helpful for you.

The way to know what is going on is to get an atomic spectrum analysis. Optimized levels for rice are very well know as optimal ranges. This information will give a very good idea of the potential issues. After that foliars can be used to correct the issues and confirm the diagnosis from the tissue analysis. The foliar analysis is probably indicating if it is off that the soil might need amendment. It is always better to get the nutrients from soil rather than do corrective remediation.
It takes about 20 dried leaves to get a good sample of the nutrient composition.
My first question is why do you suspect a nutrient deficiency problem? Tip die back, which is what the photo shows, is mostly likely caused by shortage of water at some point, or high ion concentrations, which cause water deficiencyin the plant.. I suggest you consult a colour, plant deficiency diagnosis table to narrow the problem down. (there a number available on the internet, and youll prpobably be able to find one specifically for rice)
