Good morning, my name is Gianmarco and I am PhD student. I had experience with sol gel method even if in a different route, i.e. via citric acid. It is very different from yours but I think that could be a good idea to investigate the employment of a chelating agents as citric acid to dissolve your tin compound. It is just an idea. Good luck!
I dissolve barium acetate in acetic acid and titanium butoxide in butanol. and then i mix them. in the end acetyl acetone.
I am not a chemist so my idea is simple that if stannic oxide or chaloride is soluble in any of these solvent then stoichiometric mixture will take the required form... BaTi(1-x)Sn(x)O3
Even if you are not a chemist, I would suggest you to have a look at some chemistry textbook to have an idea about tin compounds and their reactions. I think tin chloride could be soluble in organic solvents as butanol but, to be sure, you should test it with a small amount of tin compound in this solvent. But before this test, have a look at the chemical textbooks.
