I use Super Decisions (http://www.superdecisions.com/) for ANP (Analytic Network Process). It does not have any fuzzy tool.
I prepared a study related with fuzzy DEMATEL (Decision-Making Trial and Evaluation Laboratory). It is manual. I have not made it automated yet. There are many things that has to be organized and applied for each study. It is only for triangular fuzzy numbers. It has also some other issues like that.
If you want I can send it in a few months time with my paper. It is in publication stage.

The core idea is very simple and easy.
There are two methods related to their theories.
These are fuzzy and ANP (Analytic Network Process).
Please have a look at to my publications for previous studies and publications and also a little bit history of them and their theories.
The crucial part is fuzzification when you compare with other parts and when you will defuzzify or you will perform the defuzzification.
You should answer many questions for fuzzification like which fuzzy numbers, how many membership functions, which membership functions, their respective wordings etc.
For defuzzification I recommend you to perform in the way of computational simplicity. Please have a look at my publications.
I use spreadsheet software and SuperDecisions software up until now.
I could not find free time to prepare and present a free tool to research community yet.
I still try to deal with some research problems.
Also please take some opinions from fuzzy ANP researchers who presented some studies in your problem field.
I do not know your problem so that I can not give you exact recommendations but I can only give you some general recommendations.
There are several types of applications with fuzzy ANP.
The thing is you should find, select, model or apply the most accurate the most satisfactory one with computational simplicity.
It is not good to work with or deal with computational complexities unless otherwise you are in the research field of their theories.

Since my MSc studies in 2004-2005 and my PhD studies in 2007-,2008 I have been researching in MCDM. We are in 2019 which makes almost 15 years from my MSc and almost 10 years from my PhD.
They are old research studies now.
I have not reach my best MCDM real world investment models yet, I think and I still research on them to improve them.
You can also use many free tools and programming or scripting languages like

You can also install and use their IDEs (Integrated Development Environment). They are user-friendly and easy to use instead of scripting languages and their tools.

FuzzME http://fuzzme.wz.cz/ by Pavel Holecek and Faculty of Science, Palacký University Olomouc.
Some of those ones are not for fuzzy ANP but for Fuzzy Inference Systems.
If you want to develop your own fuzzy ANP tool you can use those tools too. You can present your own tool to research community too. It will be great. Of course you should follow software development stages and a good schedule and plan.
