I am trying to measure the cross-section of a corroded rebar from the photograph, but I do not have the object distance measured prior to taking the image. Either I should be able to calibrate some other known distance in the same photograph and then measure the cross-section with this calibration from the software, else I need some method to convert the raster image I get to a vector image. Which software would aid me for this purpose with a fairly good accuracy?

I think DIgSILENT PowerFactory (14.1.3) is the best for your simulation
One thing is possible if you have something to compare with photographed part and original part. For example, in your photograph there is a bolt and if you have same size bolt. You can measure both and can find out a scale. Then import this photographs in autocad(or I think in pro/e can also do same thing) and use the derived scale. Than draw on the sketch. And measure the area. This method is not accurate but by zooming, it will be very close.

My using some good Digital signal processing techniques you can easily realize the size of the images. By reading the number of pixels and using transformation techniques straight objects can be identified from a photograph. Thereafter you can easily get the size of the rod. All these actions can be sequentially done in MATLAB...
