I am also working on same type of problem. You can try AUTODESK 123D for your problem.

In case 123D catch would not be accurate enough for you : Agisoft Photoscan gives usually nice results. You can try the free demo version, which is same as full version excepted you cannot save your results.
Use Rapid prototyping technique for your problem it could be useful for you problem i think
As already stated, 123d Catch is one of many 3D reconstruction solutions from 2D images and should be doing quite well for rebars. It also depends of the size and complexity of the whole scene.
Although you posted this in February, I am quite curious which solution you actually used and how well it worked out.
Thank you everyone. Actually I have tried 123D catch already and my experience with it is that, we can create a rough shape of the item whichever we have taken 2D image of, but for applications like taking measurements from that may not be accurate.
