I am not sure if this is 100% relevant, but it may be the sort of innovative and interesting thing you're after. I did see Rory Sutherland (of TED Talk and Youtube fame) talking about influencing people to complete antibiotic courses and asking about attendance at A&E (ER in US speak).

Usually, most of what he does has research behind it. He's a marketing guy, interested in using the business of behavioral economics to influence public / customer behavior. I imagine this is what public health folks want to achieve.

If this isn't totally relevant to your work, he's a really interesting and amusing speaker anyway.
