The head teacher is in a position to contribute to ensuring quality of the school from both administrative and pedagogical aspects.

S/he is, I think, the most suitable person to mentor teachers. But in Bangladesh, the Head Teachers are so busy with administrative and other tasks that they can hardly contribute to teachers' professional development. 

Is there any study that has been done on Head Teachers' roles in monitoring?
