Spin coating technique is used to deposit a uniform layer on a substrate. Here a film is formed by axially revolving the substrate, thus making use of centrifugal force.
Is there any mathematical or empirical formula, which shows the final thickness as a function of Spin coating rpm and viscosity of liquid.

To my knowledge there is no empirical formula. Apart from the variables you mentioned, chuck size, acc/ decc, quantity of liquid dropped, spin coater chamber size, holding gasket size, sample size etc are also important when you try to form films at nanoscale. So theoretically, every spin coater should have its own formula.
You can simply formulate yours with few experiments, get some data points and finally use mathematical tools (curve fitting) to get required thickness. Hope this helps.

In addition to the variables you have mentioned. the temperature at which liquid is dropped will also play critical role in thickness of film.
