I believe it is possible to do that but you will need a precise definition of "performance" In my construction engineering research, we have focused on enhanced cost and schedule certainty as a key performance measure.
I think that depend of goal of your study. I think that you have to decide if the evaluation is for process, company or supply chain. Then, you can use any key performance indicator according your choice. Also, You can do any study previosly mentioned but I recomend to you make it before and after. Then compare results.
