Is there any constraint toward the implementation of birth control? For example, due to the opinion that such policy may contradict the human right issues?

Depending on your personal position of women’s right to have control of her own fertility, access to contraceptives and pregnancy termination services is either the prerogative of each individual woman alone or the cadres of men who most often govern countries. What has been demonstrated by countries with aggressive population growth-limiting social control policies is that the unintended consequences of such policies are often profoundly negative in the medium and long term.
In Germany there is no policy of birth control.
We have a population of 80 Mio. inhabitants and too few young children already. The birth rate is mounting currently...
We have strong legal constraints in our constitution that forbids state influence in such personal decisions (a strong human rights approach).

and sure there is implementation of such policies
But the problem is in the culture of the people there
For example , here in Egypt , although we have these polices and implementation through a very big sector in the ministry of health regarding the family planning, the population growth rate is still high, and we have a population exceeding 100 million now

Yes, two children as a mandatory limit for the last three decades and it’s effective campaigning is successful amongst the Indian population
