The first step would be to contact the editor, and if you can not get resolution, i.e. apology.
The second step would be to escalate this incident directly with the publisher group (that is if the journal is not independent) or organisation management (e.g. if the journal is part of a university) if their is not resolution after the first step.
If you are still unsatisfied with the results, then I suppose you could make the incident public on platforms such a Research Gate and Academia if you feel that way inclined. However, it is always best to attempt to find resolution with the journal and /or publisher group/organisation before taking drastic measures.
There is not publisher ombudsman or alike to my knowledge, since journals are scattered around the world, with different cultures, constitutions and legislation!
