You can be sure that due to the weaknesses inherent in these technologies, that most organisations or cities using the technology will have been hacked. The fact that the technology components are usually built to a cheap price, with little thought about security and privacy, means that most systems are highly vulnerable. You may recall last year there were a number of high profile DDOS attacks using compromised IoT video cameras, which collectively had a huge impact.
Any organisation or city using this technology will be at great risk of compromise, and until the hardware is developed to provide a proper level of security and privacy, the situation is unlikely to improve any time soon. Sadly, bad people are destroying the economic advantage offered by such technology, which means the potential benefits are less likely to be properly enjoyed by the majority of people it is designed to help.
