I have used Roche High Pure Viral Nucleic Acid Extraction Kit for DNA extraction as it is one of the most economical kits in my country with the cost of about USD4 per sample. As for the genotyping, I am using the consensus PCR primer MY09/MY11. It is sensitive enough to amplify HPV DNA from cervical swabs obtained from women with abnormal Pap smear. Nested-PCR with the second set of consensus primer GP5+/GP6+ is usually required to detect HPV DNA from the normal population. Genotyping is achieved via sequencing and BLAST search. The drawback of this method is the inability to detect multiple HPV infections. PCR is robust and the most basic Taq DNA polymerase would work just fine.

There are other conventional non-column based extraction method that you can try. It may lower the cost further. Genotyping is still relatively expensive and will not work without proper funding. I would estimate the genotyping cost per sample to be around USD30 but can fluctuate drastically from country to country.
