In order to increase turbulence early on in a piping system (shorten the region of flow development) you can install vortex inducers or static mixers. If the flow enters the system and is directly given a high degree of turbulence, the formation of a laminar or transition region in the pipe becomes harder, (assuming that the flow velocity is high enough)

A flow in which the viscous and Reynolds stresses are of approximately equal magnitude. It is transitional between laminar flow and turbulent flow So in order to eliminate the transition zone it is a matter of compromise between Viscous and Reynolds stresses. To achieve laminar flow at high velocities, the diameter of flow has to be reduced. in fluid dynamics, laminar flow (or streamline flow) occurs when a fluid flows in parallel layers, with no disruption between the layers. ... Turbulent flow is a less orderly flow regime that is characterized by eddies or small packets of fluid particles, which result in lateral mixing. i mean that it is the matter of boundary conditions to avoid the transition flow area.
