Unlike many soil fungi, protists and nematodes, most bacteria don't have any dormant stage. although some bacteria got endospore-form but if an endospore bacteria could find suitable environment, their dormancy can be ended very fast.
So I don't think we have any dormant bacteria in soil.
Indeed in soil, we have two type bacterial populations; culture-able and uncultured-able, if a bacteria is unculture-able so you can't culture them in a media, if it's culture able you can culture them in common or selective media.
P.S: some culture-able bacteria are so fastidious, so you need very specific media and a long time incubation period.
To supplement previous suggestions, enrichment method can be thought of, it depends on what type of bacteria you are culturing eg. thermophillic bacteria, you need to provide appropriate environmental conditions (temperature), again incubation at thermophillic temperature and mesophillic temperature alternatively may help for the growth (tyndalization effect).
