Is there any homogeneous nonmagnetic material with permittivity equal to 16-0j (in ideal case, of course) on 7-9 GHz, from which it is possible to make a cylinder with the radius equal to 10-20 cm?

Dear Kirill Zeyde,

There are dielectric microwave ceramics that have perimttivity about 16 see:

The problem is that you need very large sample so you will not

be able to buy from manufacturers of such materials.
