I think technology to be a better mode or tool to develop listening in classroom.

I think using audio-visual tools are more helpful to improve learners listenning skills. You can choose the type of material considering the age and interest of students. Also using guided notes are also a good strategy to develop listenning in which students listen or watch a video clip and then use their guided notes to either answer questions or fill in blanks while listenning.
