I am working on a project of Lie detection using thermal image analysis in which I am successfully able to detect lies using peri-orbital regions. Now I wish to extract thermal patterns of forehead’s cutaneous tissue for lie detection but the camera resolution we have is low and unable to locate the tissue. So, is it possible to enhance the image and view the tissue area? If yes, how?

What particular camera are you using? With the level of details appeared in your sample image, there is no way to extract the mandatory details from the thermal pattern of the skin. If this is a real-time application where an FLIR video is available then there is a possibility to make a super-resolution image using multiple inputs (considering several frames) and try extracting the thermal patterns from the skin.
