What frequency range you need? MHz? GHz? If you need hundred MHz frequency refer to 74HC logic. In one of my projects I had used 74HC4040 for frequency divide.

Also you can use standard VCO from texas instruments (LMX25xx), analog devices or some company else. Main questions are next what frequency range you have, what frequency range you need and what is value of your frequency multiplier?

Include :2 after arbitrary freq. Divider, the output will have 50% duty cycle
