Usually, in desgning a metasurface, you always simulate a unit cell to extract the S parameters, and the simulation assumes that array is of infinite unit cells in a plane. But for practical measurement and fabrication, how should i determine the size of the array of metasurface, so that its measurement gives close to similation results.

I believe u didnt get the question. The simulation in CST assumes an infinite array. There is no option to simulate a finited sized array and observe its S parameters.
you need to create a planar array of the unit cell, by the way no sentence in your question says this part
It all depends upon your available budget. If you have sufficient funds, you can fabricate a panel. However, for limited funding case, just develop an array of A4 size. It will give you the desired response. There is no specific rule of thumb to decide the size of fabricated prototype.

For small antennas in an array the two rows of cells along any edge do not usually work properly, usually the impedance and coupling to other cells is not quite right. Inside this it is fine. I expect it will be the same for metamaterials.
A 5x5 array will have one good cell in the middle that cannot see the edges!
It depends on how critical your requirement is. You may get acceptable performance for one or both of the edge rows.
