i don't know if I understood correctly. if you need the elevation for your area you can download the SRTM global DEM datasets (there are some other options too). If you need .shp files for your mode then you can convert the raster SRTM dem file into a shapefile in many ways (either point or polygon). I don't know what you meant by the 3D shapefile. But you can convert the raster elevation file into point shapefile in arcgis (raster to point tool).

i believe in GMS you can export the point elevations directly.

In ArcGIS go to:

tools => conversation tools => from raster => raster to points

There are some useful global elevation products. You can download SRTM data, also Hydrosheds dem data. You might want to do some literature review to find the best product for your area of interest. Both the DEM files i talked about are 90m resolutions, which should be good for your GMS modeling.
