Usually you can replace it with a phosphoryl chloride or even PCl3 or PCl5, I believe phosphoryl chloride tends to react similarly but you should check the literature. Trying to make it in the lab seems too dangerous to me, all the routes involve reacting toxic gases (Chlorine, phosgene, SO2, SO3) so I would try to use an alternative reagent.

OK, took a look at the reaction and now I see the problem, the phosphrous compounds are unlikely to work, at least on their own, but in the literature I do see sulfuryl chloride being used nearly as often, however, this may be just as impossible to get. SCl2 should work too, and the bromide derivatives of these should work. I saw a paper in which they reflux SO2 with water but it was in german :/

 I got a bit obsessed over this, anyway, apparently you can do it using SO2 or more conviniently, sodium bisulfite. This is rather old school stuff but the literature says it should work if you reflux for 5-6 hours at 180-200ºC, guess the thionyl chloride is prefered since it allows lower temps and shorter reaction time, I can't find the yields tho. 

you should check directly with a few chemical suppliers if they have stock. Thionyl chloride is a fairly common chemical that is available but as it is forbidden by air freight it may not appear available online

You can use oxalyl chloride instead of thionyl chloride. Oxalyl chloride tends to be bit more expensive but often reacts cleaner and the side products are HCl and CO2 and no SO2 is formed making it safer to use.

The suppliers in my place need >3 months to get the chemicals which are forbidden by air frieght. So I am looking for easily obtained alternative chemicals. BTW, thanks too.

I get that, chlorinating agents are very hard to come by here too. I'd look into the older method using a bisulphite and refluxing for longer. Another possibility is N-Sulfinylaniline which I've seen used by a professor as a milder option for thionyl chloride using benzene as solvent if I recall correctly.

I found a synthesis using N-sulfinylaniline, the diamino compound is different but the reaction should work the same adjusting for molar mass and maybe using a bit more solvent.

Oxalyl chloride and dichloromethane as solvent is a choice. It gives clean reaction mixture and the smell is more 'pleasant' than thionyl chloride

PCl3 and PCl5 are also used

I am also facing the same problem of non-availability of thionyl chloride, can i use sodium hypochlorite?

Now, get some Cu filings and dissolve in conc. H2SO4. Channel the resulting SO2 to a flask containing some PCl5. There you are. You'll have a mixture of socl2 and POCl3 which do the same function
