Mokhaled N. A. Al-Hamadani you can find many codes with dropout using python. But in drop-connect and dropout, both are almost the same in a slight difference, you can see in TensorFlow or PyTorch that either you have options to add a drop-connect layer or not. If there is an option then you can edit the model easily.

If using a drop-connect are necessary then why not make your own model it is easy and work well for you.

Yeah, just use Keras as an interface to tensorflow. It's dead easy and whether you use R or Python it's basically the same.

In library(keras) there is a function layer_dropout(), see ?layer_dropout, for example.
