Peter Vanrolleghem (www.modeleau.org) tried to create something like this back in the 1990s, or possibly 2000s. if he ever acquired much data he didn't publish, but you could contact him.
The US EPA have something from the 1980s. I am not aware of the water industry publishing much since then. The rise of privatisation has led to costs being more closely guarded; you can get scheme costs, but not the breakdown to attribute to components.
