Is there some kind of empirical formula or some outcrop characteristics you can use to assess the duration a sandstone outcrop was subject to weathering? How big is the influence of the cementation material (clay, ferritic cement, carbonate, silicate, gypsum)? Are there any publication on this topic?

I have only one guess, lichenology.
The groundmass be it clay, carbonate.. certainly plays a significant part.
my colleague Dr. Ehling I presume has some more pieces of advice than I related to this topic. My experience is restricted to natural outcrops and falls within the inorganic part of supergene chemical alteration covering the intervall from 0.4 Ma to the Neogene.

Dear Dr. Ungewitter,
I am not sure whether luminescence dating could answer at least parts of that question - acknowledging that weathering and surface exposure are, of course, not the same. An overview of the technique and its applications is given by, e.g., Liritzis (2011).

I think that have some considerations:
1) Climate factors
2) Drainage
3) Water quality
4) Rock characteristics: grain size, clast and matrix mineralogy, porosity, matrix, structure, coesion/compacity.
Some minerals are more soluble than other, carbonates, sulfates, coloids. We must to analise the geochemical system too.
There are some laboratory tests to simulate lixiviation in several environmental (pH, exposition time, solvents).
